I agree with most of your Tier lists especially the Top and Jungle one. but in my opinion there are some players that I would put in a different Tier list for Mid,Support an adc.
** Mid: ** Sencux and Perkz -> Tier 3/4 Never underestimate EU mid laners even if there are both not on that good teams. They look both very good in the EUCS and for Sencux you have a Team around him that played a long time together so theres the potential of wins against some teams with less pratice especially at the first 4 weeks of LCS. If you look at the last split with POE,Fox(Spring) and Febiven you can see how much potential they have to get good numbers perhaps not in the starting position at first but possibly as flex or ALT 1 pick. Because if we look at the likes of Shiphtur you know what you can get from him.
** Support: ** ** Aphromoo -> Tier 2 ** If someone on CLG will get good points it will be Aphromoo (and Darshan) because he allways does that in the Regular Split even if Stixxay will play bad. Remilia -> Tier 4 ** You can not put Remilia on the Tier 3 because its just way to risky even if she have a amazing adc in Freeze. *Hylissang -> Tier 3 * I think you underestimate Hylissang. He and POE carried the shit out of UOL the last 2 Splits and is a rly good support player you just cant count the IEM performance. **Konkwon -> Tier 3 I was not very impressed what i saw from Konkwon but definitely Tier 3 because of his Team and ADC. Sprattel -> Tier 5 In my opinion you will just dont get that much points with Elements players this split. Hybrid -> Tier 5 I head some rly good thinks about him and if you look at the rest of that Tier list i think you can put him there.
ADC: Niels -> Tier 1 ** If you put Doublelift on Tier 1 you have to put Niels there too. I expect OG to be more dominant in the Spring than TSM. Doublelift will not get all the Resources from the Team like he got in CLG because of Bjerg and TSM will most likely struggle a litte bit in term of Teamplay in the Regular season ( i think at playoffs they will be the best) while OG will be by far the best team in Europe at the Regular Season and they focus their Resources on Niels (+Mithy). **Forg1ven -> Tier 1 You could also put Forg1ven there, this guy is just a monster and will be in the best Team he ever was and will get all the Resources, because Odoamne and Ryu are both players that dont need that much of it and H2k will most likley play around him.
