Friend wants to start a start-up but keeps on dreaming - how can I help him?

I just recieved a CC of a mail he has sent to Elon Musk, starts with a 3 paragraph introduction about himself and how he sees this world coming to an end due to global humanitarian and ecological crisis and ends with:

The idea: I have been orienting on all-terrain transport for a few years, driven by passion and the relation to my profession and starting company. I recently met with a friend of mine who studied space engineering (in The Hague if I'm correct). When speaking about the ISS I got a very good idea: instead of buying and customizing an existing expedition road vehicle I am going to design and build a unique heavy duty multi purpose all-terrain vehicle prototype, keeping the possibility of future line production in mind from the start. The vehicle will have 3 axles, a length of approximately 9 meters, high ground clearance, and will be amphibious. The prototype will primarily be designed as transport-and basecamp vehicle for remote expeditions in rough terrain, but can also serve goverments and industries in many ways, on land as well as on water. There is no such vehicle on any market up to this day, at least not as multidisciplinary like I have in mind. I dare to state, without doing any market research, that this vehicle could be revolutionary if designed properly.

I hope you understand that I can not just reveil any specific details about my idea, specially not the exclusive parts and systems (which it is all about). It has only just landed on the drawing table, I own no patents whatsoever. If this email caught your interest I invite you to contact me by phone or to send a reply to the email adress below. The vehicle can also extract capsules, austronauts and small rocket components out of extremely difficult terrain, for example.
