I'm not a conspiracy theorist but think about this for a second.

If there were a shadowy worldwide conspiracy that did the things you allege, the very last thing they'd want is a lower age of consent. If anything, they'd want it higher. The reason for this is simple: we're talking about an act that, once someone is credibly labeled with it, destroys the rest of their lives.

That's a powerful tool for a conspiracy. If you catch someone in that trap, you own them and can coerce them to do whatever you want because they'll fear being exposed more than anything else short of death. Such a thing could be used against them to ensure they remain silent no matter what. There would be no redemption for them in broader society if they spoke out about your group.

Power is about leverage. You don't increase your power by reducing your leverage but rather by amplifying it. There's no advantage to lower age of consent -- if what you say is true, they already can do what they want to do. The only ones who don't get away with it are outsiders and the ones who have been set up to be caught.
