Is my Link defective?

No, this is not a new issue. I've had the issue since I got the thing but when I got it I didn't have a video card with hardware encoding so I just assumed that was the issue. The other issues, such as the haptics problem and desktop configuration problem, are new.

Wired directly to my PC and attached to a 1ms monitor. I've had the Link for about a year and it's always had the latency on two different PCs.

Also, it isn't crashing to desktop, the controller is reverting to desktop configuration in big picture mode for seemingly no reason. So basically the touchpad works and the analog stick doesn't and whatnot.

And yes, I have played GMOD, Don't Starve, and Hammerwatch and they all feel like they have horrible input lag. I changed the stream resolution and not the game resolution. I played at both balanced and fast 720p. If I dial it down to 480p fast, it's barely tolerable, but even then I still feel it and there's no way I'm going to play in 480p. I might as well just sell it at that point.

I've also tried the Link beta as well as stable. It didn't do anything for me.
