I have searched Muspedia (here is one such search) and attempted to comb through the score for al the acts (here is act 1 for example) (it might also be from a different Act, unsure), keeping the bar numbers and key in mind.

There is also a chance this isn't from Die Meistersinger and that the top text is actually only referring to the top excerpt but I think likely not?
