Advice on USPS claim?

Take my 2 cents as a frequent buyer. For future transactions I’d suggest not refunding the buyer without starting a claim through the buying forum/mail carrier. USPS is right that since it shows as delivered it will be hard to issue a refund unless a mail trace has been done to show there was an issue. What does the delivery location state in the tracking?

My first buy on pen swap the pen was marked delivered and I was home literally the entire day facing the delivery area. I immediately called the carrier to ask the delivery person to come to my house to sort it out (they didn’t). Messaged the seller and provided video evidence I didn’t get a delivery so they could file a claim. The seller gave me a partial refund.
