Budget 4K, Ultra settings 60fps PC
If you told me you weren't going to do any photo editing this would be easier as I wouldn't spec the 1231 and 16GB of RAM for that.
As it stands:
1231 has hyperthreading for photo/video editing speed benefits
16GB of ram for the same
Decently fast SSD and standard 1TB platter drive
Dual Fury X's as they are cheaper than 980ti's right now
Case has side vents to mount the dual radiators behind the HDD trays and side vents over the cards themselves for extra fans
27" 4K screen is the weakest part of this build, 4K really needs 30"+ to look substantively different than 1440p. If I were able to get rid of the 1231 and 16GB of ram for editing it would likely pay for a larger monitor.
