Old command is being resistant to allowing me to take personal leave prior to the transfer, suggesting instead that once I begin the process of PCS, I am the responsibility of the new command. I guess in effect saying I could take leave, but not if I begin to travel to the new command.

I am going to a new agency, so I guess I’ll be on the upper end of leave transfers. I’ve experienced that in the other side of things, when new hires come on board from other agencies and have a delay in leave transfer. But we typically do like you said, advance leave that they can later reconcile with their transferred balance. Hopefully the new place allows me to do that. Gonna call them in a minute.
