In Northern Myanmar drug trade is still happening. Due to the extreme landscape (jungle mountains) the gangs control the few roads connecting the villages. This means the government has no control over the north and the gangs tell the local farmers what to grow. I read a first hand book on a British man's experience meeting gang leaders but it was probably 20 years old so my info is out of date but I doubt much has changed. I went to a northern town for nature hiking a couple years back and days before I got there the police station was bombed. Government and gangs are still at odds there... I mean, clearly the government is at odds with everyone now.
