New player, Should I wait for a 9th edition codex?

I haven't yet bought a codex, if you're still starting out, I suggest not buying a codex. Personally I have never bought one I guess of course you want from the codex the army special rules, the units and their points, warlord traits and stratagems. 1) using the app Battlescribe covers 3/4 of these requirements everything but stratagem. 2) A website called 1d4chan sufficiently covers stratagems for a new starter, there's also a website called wahapedia which is a bit more comprehensive.

You might be surprised to learn that all of the codexes points and rules for weapons are put of date, given the cost of a codex personally I don't see value in owning one.
