Is it ok to use a Magsafe 60W charger instead of the 85W one that came with the computer?

I know this is an old post, but I have a 2015 15 inch retina Macbook Pro and I just bought a replacement charger after the original one finally made me give in because it is so frayed and looks like its going to fall apart. The battery holds no charge and stays at 0% with the OG 85W charger but works. When I bought a new one I didnt really look into it as I should have and bought a 60W charger on accident. It gives me the dead screen with the red battery and the charging symbol but after about an hour still wont turn on. However if I plug in the 85W charger it instantly boots up although stays at 0% as it has for years. Will it eventually turn on with the 60W charger? Or do I just need a new 85W or a new battery?
