If I'm understanding this correctly, with this phrase and this other phrase, it sounds like account binding is no longer a thing. As to what happens to things already account bound, we can only speculate.
As for my speculation,
Account binding is no longer a thing in ngs, so you now have to buy fashion items per character for ngs phashion, instead of the "buy it twice" thing we have in pso2. As for what happens to pso2 ticket items (ones that havent been consumed yet), who knows.
Account binding is no longer a thing, so new charcters made can't access the items we've already account bound. Meaning that if you make a new character after the ngs update, there's a chance its a completely fresh character that doesnt have access to anything
You might criticize me on being too pessimistic, but the issue is the wording. "Fashion information" is straightforward, but why do they specifically add a second section, "Fashion items that are usable on all characters| for items that have been used twice"?
