Based on /u/Kemtrix build. Some minor improvements :
CPU : Swapped i7-4790 for Xeon 1231 - its almost the same, only 200MHz slower(which barely makes a difference), doesn't have iGPU (which you won't use anyway). Also higher binning, since its a server/enterprise CPU, so less power consumption and better thermals.
CPU Cooler : Since no overclocking will be done - no need for 212 EVO, TX3 will do just fine, its cheaper and silent on stock clocks.
SSD : Swapped for 250GB BX100. Bigger, not as fast as 850 EVO, but still very fast.
Case : Swapped for FD R4.
PSU : Since there is no overclocking, no reason to get 750w Gold-rated unit.
