no that's wrong. If that was true everyone would pass. Cambridge calculates their grade threshold by the difficulty of the exam. If they make it too hard, a large amount of students will complain and if they make it too easy, smartass tryhard wannabe nerds would complain about it being too easy. Thats why we have grade boundries. They have to keep a good rep, and find an in between. Just check last year's oct/nov grade boundries and they are nowhere near what you are claiming.
