Is 1 over-leveled character a problem in a campaign?

It's the first time we're playing dnd we've mostly played more narrative oriented systems or homemade, I didn't know how big was the impact of levels in check globally - which is exactly why I posted this thread.
The players had this idea pretty much together and no numbers or anything popped out just the idea that maybe he would be higher level and have access to more actions skills but will play quite passively and only support the player when it is necessary to try not to break the system.
I guess I understand why you think he should be kicked but thats extreme you don't know anything about the group. But yes I'll have to do differently it seems.
