I see what you mean with regards to induction brakes and that’s an interesting edge case.

However, hydroplaning happens whether you’re accelerating, coasting, or braking. A train can hydroplane even if it doesn’t have any brakes installed at all, just like a car coasting down a hill can hydroplane if there’s a bunch of water at the bottom. Hydrofoils take advantage of the same principle that causes hydroplaning to allow water craft to travel more efficiently. Aeroplaning is what airplanes do every day to take advantage of the same principle.

Basically if the water exerts enough force on the vehicle (car, train, boat) it doesn’t matter what brakes the vehicle does or does not have; that vehicle is going to hydroplane.
