Uh, the owners clearly have the ability to stop their pets, they’ve just opted not to.

Saying “don’t you do it” or something along the lines of that was never meant to be an instruction - and neither did they actually expect their pets to be able to heed their instructions.

They said it because they’re interacting with their pets, they speaking to their pets and having fun with it.

Do you sincerely think that the owners expected their cats to understand what they say and correct their behaviour? Clearly not - the owner here had a camera set up so it’s evident that they expected their cat to be a little shit and was just playing along with them.
