Initially I wrote a long post, but what I wanted to say was that there was a CONFLICT of all the facts that we have on this, the best conclusion I came up with, after re-thinking everything, and disproving or doubting whatever else has been already said...
The bottom line is that the staff doesn't need the mafia. And this may be the only thing left investigating - MAYBE it's creating much more demand than we think, and because of that the staff allows it - but this would make sense ONLY IF THEY ARE SELLING GOLD.
Such a thing like absolute 24/7 control of Devilsaurs creates a lot of demand for gold farming, and takes a lot of time away from people who could otherwise reduce the income of the absolutely corrupt staff. This is like the worst case scenario, in reality I think SOME are corrupt, but not to that degree. So that's probably a hurtful assumption.
In conclusion - in general I think they ALLOW IT. because some of them (maybe the very leadership) benefits of the server in ways which wouldn't be approved of by the playerbase, to say the least. But I think they don't contribute a minute of their time collectively to the development of the mafia. It would be a waste of time. They have infinite resources.
