Can someone tell me if this is normal?

My wife and I were at a Galatasaray game (she is the fanatic, not me lol). Anyways, they ate a second goal in the first half and were behind 0-2 (don't even remember who they were playing), so she was naturally angry and depressed and wanted to leave.

None of us wanted to ride the metro home for 90+ minutes, so we decided to splurge on a cab. The problem is finding a cab by Türk Telekom Arena.

I was really reluctant, but my wife insisted we climb over the fence and hail a cab on the expressway! As usual the traffic was alternating between a complete stop and flying by at 70 mph every minute or so. When the traffic slowed to a halt a taxi waved at us, but he wasn't even in the far lane. I was like "fuck no!", but my wife told me to run out into the middle of the road.

Of course, just as we were scrambling to get in the cab the traffic started moving again and the car behind blasted the horn and I heard someone cursing out the window. Then I saw a police car and my heart sank. I thought for sure he was going to pull us over (I'm used to anal US police who will pull you over for "not signalling" when changing lanes). Instead it just went around us and sped away.
