Frigate rush?

England is definitely the civ for frigate rushes. Ships of the Line are good all the way against atomic era units with the appropriate promotions. Settle for iron early, build galleases in advance, and win once you get Navigation.

Netherlands works better with a tech lead or at least tech parity. The strength of Sea Beggars is that they can start out with Logistics with an Armoury, but Logistics on a melee unit means you’re going to be taking quite a bit of damage even with tech parity. But still completely doable.

I also want to recommend Byzantium because they can get ranged ships super early, which makes it possible to get strong promotions much more quickly than others who can only start using ranged ships in the medieval era. If you really lean into it with the Honour tree your ships are going to be killers. It’s pretty awesome having a fleet of logistic/range frigates that can give SotL a run for their money.
