I mean just to address these points:

- Balancing doesn't take nearly the amount of time as creating the character from the ground up, on the AMA it was mentioned he took over 300 hours to make (just seems like wasted effort not to use it).

- That second point is totally valid, it would admittedly take forever to get the additional 3 other elemental characters, and they're more focused on the definitive edition right now.

- To address the last two points: He probably shouldn't be DLC (which would allow his source code to be available since he'd be packaged with the base game). Reason for that is that a lot of people have complained about the size of the base cast compared to the number of DLC characters, and as mentioned, if he's going to be used as a template for the workshop, his source code has to be available, and nobody would pay for something they can just put into the game themselves.
