As others have said the ex. Is a traditional art piece. Done likely like copics. I can't imagine getting the textured oxidized blends on paper ( which seems like what you after) is possible. Just because as you use markers it kinda changes the paper texture/grains with each stroke. other than for layering, I have yet to find a brush that mimics the exact use of alcohol markers.
You could definitely get something similar with a texture overlay. Try blending and erasing on the layer mask of the texture to get a more inconsistent texture like on paper.
