I want to improve the life of my neighbor's dog, who is mostly chained up to a garage

Tell your neighbor that your doctor insists you get daily exercise. Say you would love to have a good incentive to make these daily excursions: “Probably take a dog to get me out of the house. Heh heh. I know . . . how ‘bout you let me take your dog for a stroll? See if that works. He could be my personal trainer.” I would watch some YouTube vids re: dog training and obedience. Learn some of the ropes first. I have met tons of dogwalkers over the years who have told me, “Oh. This isn’t my dog. This is my neighbor’s dog.” No kidding. THANK YOU for having a good heart and realizing that poor dog needs a friend. (Alternatively, you could pay some neighborhood teenager to walk the dog. Tell the neighbor you’re helping the kid learn responsibility and how to earn pocket money.)
