We have little to go on as far as base Hakari is concerned, but without his Jackpot he wasn't even able to contend with Kashimo.

Jogo is one of the fastest characters we have seen, and he has really destructive attacks. Unless Hakari started with jackpot I don't see how he could avoid being stomped. Though we don't know how Kashimo compares to Jogo, if Kashimo is a lot faster than Jogo then maybe Hakari would be able to react against him, but if they are relative or if Jogo is faster then Hakari is done for.

With jackpot, he should be able to compete in speed and cqc, but I don't think he would be able to exorcise Jogo on one jackpot so he would need to get multiple in a row, and even then, he might get killed while waiting for the jackpot beacuse, unlike Kashimo that has to charge his sure hit, Jogo can output his destructive power with every attack.

Also, in a battle of domains there's no guarantee that Hakari would win. Even if Hakari can keep rolling while on the battle and Jogo has his sure hit disabled, Jogo's domain still passively burns normal sorcerers alive, so it would depend on how two complete domains interact while on a battle, which we haven't really seen.

I think Jogo wins, but I don't think we can accurately predict anything about Hakari. The only character that we can compare Hakari to is Kashimo, and at the same time, the only character that we can compare Kashimo to is Hakari. Both of them exist on a vaccum and we have absolutely no diea how they compare against any other sorcerer, we only know that Kashimo without his CT is relative to Hakari with jackpot, and that both of them can easily beat someone on Panda's lvl, which honestly isn't much information.
