Maybe it's not the city council or the homeless that are to blame for Chico's problems...

It's also not like you just go out to the city manager mall and hire a new city manager. Anyone qualified enough with a good enough resume that the council could hire without putting themselves at risk could probably make that money in a lot of other administrative, legal or business fields .

It's beyond a highly qualified skill to say the least, and which done at its best no one notices, but puts you on the chopping block for things that may or may not even be your fault... like for example homelessness skyrocketing in literally every major city that you can mostly survive in without shelter.

I don't know shit about or have an opinion on Orme, to be clear.

My point is blaming anyone in the position of city manager for a statewide and even national raise in homelessness in the thought that it can possibly be distilled down to one person anywhere is silly.
