You can get CBC News Network by paying $4.99 monthly after you start a free CBC GEM account. If all you want is CBC News Network out of something like River TV, that is a less expensive option.

NBA TV is only available on cable. It is not available on NBA League Pass in Canada. You can get NBA TV thru streaming cable TV service thru some ISPs as a subscriber (Teksavvy TV, VMedia TV, Start.ca TV). Unfortunately the NBA has decided on continuing to show regular season games on that channel, which are blacked out of NBA League Pass. Games shown on Sportsnet and TSN, including all Toronto Raptors games, all NBA playoff games, and virtually all games shown on ESPN, TNT and ABC in the US, are also blacked out of NBA League Pass.

Since Sportsnet and CBC GEM and most ISP streaming cable services in Canada do not support Roku, the devices that do support the channels and services you are looking for are Apple TV and Amazon Fire Stick (TSN allowed support for Android TV for a few days but are being complete retards about supporting it right now).
