This is what I assume too. I thought the reason they didn't do it was because of loot box laws in Canada. I perused the terms and conditions on NFL All Day and there are separate terms for people in different locations:

In addition to the terms set forth in this Agreement, certain Services have additional terms and conditions, which, depending on your location, can be located here:

• United States, Bermuda, Antigua, the Bahamas, and any U.S. territories, possessions and commonwealths (including American Samoa, Guam, Puerto Rico and the US Virgin Islands):

• European countries:

• All other countries (non US, Canada and Europe):

There isn't a link or anything else in there which explains the differences though.
