How would you enforce it?

I would delete the said repeated posts and tell the person to knock it off. Continued rulebreaking will result in a temporary suspension, and once they come back and do it again, I would permanently suspend them.

II. No Trolling.

When is this rule broken?

When people just generally try to anger others on purpose.

How would you enforce it?

Temporarily suspend them if they break it heavily for the first time, permanently suspend them if they do it again.

III. No Racism/Anti-Semitism.

When is this rule broken?

When people are hateful towards other races (or their own) or Jews.

How would you enforce it?

Temporarily suspend them if they break it heavily for the first time, permanently suspend them if they do it again.

IV. No Releasing Personal Information or Doxxing.

When is this rule broken?

When a person releases another person's personal info or goes on personal info hunt on another person.

How would you enforce it?

Permanently suspend the person for doing so.

V. No Vote Manipulation, Brigading, or Asking for Votes.

When is this rule broken?

When people try to manipulate votes on a post, mass downvote another subreddit or beg for upvotes.

How would you enforce it?

I would delete the posts which encourage that, and remind them that it's against the rules. Continued abuse will lead to a permanent suspension.

VI. No BernieBots, HillShills, or SJWs.

When is this rule broken?

When Bernie supporters, Clinton supporters, and Social Justice Warriors make anti-Trump posts.

How would you enforce it?

Address them to /r/AskTrumpSupporters and permanently suspend them.

VII. No Posts Related to Being Banned from Other Subreddits.

When is this rule broken?

When people make posts complaining or bragging about being banned from other subreddits.

How would you enforce it?

Delete the said posts and warn them that it is against the rules to do so. Continued abuse will lead to a permanent suspension.

VIII. Do not publicly post suggestions or concerns about this sub; send them to modmail instead.

When is this rule broken?

When people publicly post suggestions or concerts about this subreddit.

How would you enforce it?

Delete the said posts and address them to the modmail.

IX. No Posts About Trump Assassination Threats (Send screenshots and an Archive.is link to the FBI).

When is this rule broken?

When people post about Trump assassination threats.

How would you enforce it?

Delete the said posts and tell them what to do.

X. BernieBots MUST Assimilate.

When is this rule broken?

When ex-Bernie supporters DON'T assimilate, keep shilling for Bernie and belittle Trump.

How would you enforce it?

They'll have two options: Make a text submission disavowing Bernie and tell them to lurk more before posting again if they want to fit in, OR enjoy permanent suspension.
