This is the build I run for sneak sniper. I do often use lasers so it melds really well. I mixed a little of explosive perks to have fun and have some form of AoE effect.
If your dead set on lasers. Sneak is okay. It’s definitely not that good. But can work. You’ll want to focus on defensive perks for you and not others so to speak.
Adamantium skeleton will be your saving grace. As once you get a few shots off mobs will swarm you. Iron clad overall isn’t that good. As you can get a mutation that gives both energy and ballistic resistances for 50 AP over five points.
You’ll want perks that will boost the laser damage. And don’t forget to use capacitor mods that add burning damage. The burn stack with each hit.
I have a semi auto laser build that works as a junk/scavenger. So she’s tanky at times but can still deal damage when needed.
