I understand the reason to use households and not individuals. The comment chain I responded to in the first place is talking about individuals, though, not households.

The 20% I mentioned is not credit card debt. That's collections for credit card debt. I'll give you the benefit of the doubt since you're not American and assume you don't have something similar, but in America if you are in collections for credit card debt, then you are about as in debt as you can possible get. Absolutely screwed financially. It's the last stop in the route of negative net worth. Most people in debt with a negative net worth will not be in collections for credit card debt.
