What level of service should I expect?

If you go to starlink.sx (while your Starlink service is up) you'll get an approximate idea of how many satellites are visible/accessible from your location at that particular moment and where the ground station is that is providing the service (it's probably Fairbanks?).

'No signal' literally means there are no satellites are currently visible to your dish and, for you, 'network issues' likely means you can reach a satellite, but that satellite can't currently reach a ground station (or find a path to one that can).

Typical weather conditions shouldn't be a factor, it's more likely that there are just some times when there are multiple orbital paths converging, thereby providing reliable coverage, and other times when the orbits available to you are quite sparse.

That inconsistent coverage will improve rapidly as the number of polar orbit satellites continues to increase.
