Hands down, the nicest law enforcement officer I have been pulled over by was in CO - it was on a national park so they were a Smokey ranger, really respectful, cheerful, answered questions very nicely, I take it they are all kinder than most.

Second to that was a KY local city cop who pulled me over for pulling in front of a person to quickly - they were nice, saw I had bought liquor, so they asked to see my ID. Once they saw I was above 21 didn’t ask anything else, just gave a warning.

It’s really in how you treat them, I always do my best to show them respect, even if they do not show me immediate respect. This has so far worked well for me so far.
