My take:

They are tuning the existing content for the new combat system for NA, at least "on paper". When it is released it will require further tuning.

Neowiz is a business, if they release content (regardless of origin) for the next few months and the game still suffers they're not gonna create additional content. On the other hand if the player base enjoys and embraces the new game in its future state they will have incentive to continue. Revenue equals more content.

Players will keep asking "Is it X yet (good better dead) and the quality and enjoyment of game at those states will determine who decides to rejoin or join the game.

This all seems rather common sense though. I doubt there's some nefarious scheme otherwise. Business is business.
