While I think she'll be fine, I think there are some very valid concerns about her kit that make her not nearly as versatile as Venti or Zhongli.

Firstly, electro reactions just really suck in the vast majority of cases. Overload is not a viable elemental reaction for most teams, EC does piss damage and superconduct is only useful for a very small handful of DPS characters. Many elemental team comps will be straight up ruined because of Raiden's electro application (Can't freeze, can't melt, less vaping), most of which are what people consider "meta" at this point in the game.

Furthermore, you would think that Raiden synergizes well with selfish hyper-carries like Xiao because of her energy generation, except the fact that most of the hyper-carries already have no issues getting their ult back at high investments. In this case, Raiden would have to do equal damage to the team's main DPS in order to just break even in overall team DPS, and her current multipliers suggest that she does not reach this DPS threshold.

IMO Raiden will only be useful in quickswap comps with expensive ults, but even then her electro application screws up many reactions present within these comps. Beidou's ult deals way more damage than Raiden's entire kit and yet she is not meta in many team comps because of her element.
