Can I claim local housing allowance if I'm on universal credit?

I know this is an old post, but maybe you can help me understand since you probably know about this stuff

My brother is 40 and unemployed. His housing benefit is barely enough for him to live in a disgusting little bedsit in Eastbourne. Just one tiny room and he can barely afford it

Whereas I was talking to someone on facebook earlier who apparently lives in Greenwich and his housing benefit pays his full rent (I think he said 650 per month) for a whole flat. Quite a nice one. He's also just a single guy like my brother who doesn't have a job

I'm confused about it and feel bad for my brother, but I know nothing about this sort of thing.

Is it that greenqwich council will pay like £700 per month for housing benefit for a single guy but eastbourne countil only pay like £300 per month or something??
