If you are still looking, I found a solution!

There is a "Smooth Scrolling" flag in the background which can be changed manually that will entirely turn off smooth scrolling - but, it will make scrolling jumpy.

What I wanted was slightly smooth but not too fast which I also felt very disorienting at times especially after getting used to how scrolling works in Chrome.

Good news, I found a flag that makes it just the way it works in Chrome, somewhat smooth, yet not too fast. Here's how to set it:

1. Navigate to edge://flags/
2. Search for the Windows Scrolling Personality flag
3. Set it to Disabled
4. Relaunch Edge

That's it. I hope it works, it does work for me.

If you want to completely turn of smooth scrolling so there is no animation, no movement and you want the content to jump up and down, look for the Smooth Scrolling flag and Disable that instead.
