IMO (emphasis this), CDR is borderline useless on Eve. The only real use is Ult CD reduction. Eve doesn't do extended trades. If you disengage then engage again, then your Q and E would already be up again anyway, CDR or not.

CDR doesn't amplify much of new Q's damage, since it's typically not gonna come back up, and/or the few seconds saved won't matter.

E's CD resets on entering passive, so CDR is super worthless for it.

W doesn't need CD, and it's not used on cooldown anyway.

Passive CD is unaffected by CDR.

My only CDR items in pretty much every game, are Lich and Frostfang (sold for last item if the game ever reaches that point), and neither are bought for the CDR.
