As for my opinion, YES. He is definitely THE best Gacha MC I have ever played. Far better than even Aether or Lumine in Genshin Impact because he is the only Gacha MC that I was actually able to relate because I'm very similar to him in real life!
He is also freakin' Lelouch Lamperouge or Light Yagami! In that he always has plans for almost every situation and he always sports an evil smirk whenever his plans come together. He has some evil tendencies - he trolls, make fun of, and plays mind games (his favorite victim being his own Vice President) with his employees just for kicks but he doesn't take it too far (seriously, give me a Gacha MC that trolls or manipulates the emotions of their companions just to entertain themselves or see how they react). The only thing left is for him to laugh arrogantly whenever he has his moments of "Just as planned." Well, if you go the "CEO's Office" in-game and poke his G.A.P Machine, he does cackle things like "Mwah. Hah. Hah. Hah." or "Yoo. Ho. Ho. Ho." like he's having the time of his life.
Oh, and did I mention that the CEO is voiced in Japanese by none other than Takehito Koyasu?! The voice of Dio Brando?! That makes his awesomeness over 9000!!
