And that's a low estimate for total cost and leaves out room and board.
Norway has a working population of 3,445,000. At 250,000 students and $10,000 a year, that's a total cost of $725 per Norwegian taxpayer.
It would cost nearly double the amount per taxpayer to implement it in the US.
