I have had some time to reflect on the section regarding gun control. I think the content is very agreeable, from a pro-2A perspective. I will try to help clarify from of the points.
Improve Background Checks on Firearm Purchases
Americans have the right to keep and bear arms. However, we know that our rights stop where the next person’s start. That’s why we have a long-established system of background checking: to help keep firearms out of the hands of violent criminals. We propose the following so fewer criminals have access to firearms.
Require background checks for all firearm purchases, gifts, and inheritances. Private sales, including gun shows, will require background checks. We will make background checks more accessible to private parties.
Require firearm retail corporations to offer affordable background checks for private transactions.
Create an FFL (Federal Firearms Licensee) classification that is easier to obtain, for the purpose of being a vendor at a gun show. Classification would remove necessity for "responsible persons" references on ATF Form 7. More info. Permit to submit ATF Form 4473 during registered dates only, similar to hunting permits. Results of background checks should limited to "PASS" or "FAIL" to protect buyer privacy.
Increase the duration the transaction can be withheld while the FBI has to complete background check investigations from 3 days to 30 days.
Improve background checks by ensuring that the National Instant Criminal Background Check System (NICS), which maintains records of those who are legally prohibited from purchasing guns, be complete and accurate.
Add "Expand service to all 50 States."
Strengthen penalties for ‘straw man’ purchasing, and make firearms trafficking a federal crime.
