I ran a scanner at Kits beach for a few hours and collected spawn time/location info before I went down there to catch charmanders. This is the info I collected. Keep in mind that these points are not guaranteed to spawn charmanders. These are just the locations where one can spawn. I found it useful to avoid being at the wrong end of the beach when one is about to spawn. Hope it helps:

x:03 North of Cornwall/Yew Pokestop, south of the west end of parking lot, on grass
x:04 Northwest tip of pool
x:12 South end of south parking lot between Yew and Arbutus on the concrete
x:17 North of Cornwall, between Yew and Vine where paths form a triangle
x:22 North east of boathouse, east of pokestop on grass
x:22 North of west end of south parking lot
x:25 North of boathouse, slightly northwest of pokestop on path
x:28 Slightly northwest of corner of Arbutus and McNicoli on grass, east of north parking lot
x:45 Slightly north of corner of Arbutus and McNicoli, east of north parking lot
x:52 Northwest of the corner of Cornwall/Vine, slightly north of path closest to cornwall
x:55 Northwest tip of The Boathouse, on the path
x:56 Southwest of Kitsilano Showboat, south of the west end of pool.
