Maybe it is better to start by saying time is different at this scale. Because time is different, velocity would be influenced. There are also different velocities in this hypothesis (two on the smaller scales) and one on our normal scale. We can treat one as real and the other as fake. The real velocity is in the volume while the fake velocity is an attribute in the sheet with peaks and troughs.

Why is it fake? Because this velocity is a conceptualization to better understand why time results in collisions with other particles and changes in time, not necessarily how. It is similar to how I describe potential information. As for the particle velocity in the volume, it would be a normal velocity involving time at that scale.

These ideas were originally presented separately (the sheet and volume), but I admittedly took them for granted by leaving them in this form which makes this subtle nuance more difficult to view.
