Yes to get rid of the 5 ton SUVs n trucks. What we can do is to put 40% 'premium' tax/year against the price of the 5 tonners to make them extinct. Those Monster cars are for the emotional needy drivers. So for the few who buys them despite these horrendous garnishing, it should make them more happy letting their lookers know that they not only have big 5 ton Monster gas guzzlers with 5x more pollution output but they have paid more tons of dollar bills to show off with holes in their underpants (which cannot be seen I hope).

To shift the road repair tax on individual owner of cars? I have a mix feeling about that as I've stated about the LA supervisor headed voting with his gang of 11 (he included) to tall all the Fwy lanes here in LA. Yes, that would reduce the car congestion and pollution but few governing many has a cautionary measure. Yes, just like the gas tax hike, it has the same effect if it's like $10K tax per year/car.

Yes, I'm aware that big rig trailer truck owners/companies must pay high road use tax. The heavy trucks do tremendous damage on the pavements. Pot holes.

About the 1.4B + 1.3B 3rd world owning cars. That = 2.7B or ~3 Billion! If US population is 3.2 or ~ 3million, so when these two 3rd world have many cars ea. per family (2 - 3 cars) as we here in US, that would be disastrous. We US citizens are making enough earth damage as is with cars running out on our streets. We will end up with 10x more pollution and global heating (not warming but I said Heating and not even Warning). It's not just the car exhaust but you must figure 10x more destruction of our mountains, jungles, rivers, oceans, and arctics to dig/drill/frac for oil but also for all the necessary minerals to produce these humongous number of cars than what USA Citizens are doing with wanting to buy and drive cars. And don't forget the power plants burning 10x more oil/coal to run the car factories to satisfy the 3 billions.
