How do I give a user the rights to edit reports in a powerbi.com workspace?

I think I understand the issue.

The workspace is a shared place in which users can access the report, control permissions, publish to an app, row level security, etc.... but it's not where editing occurs.

Editing happens through the desktop application.

For multiple users editing the same report, it's best to have the .pbix file saved in some shared local folded or sharepoint site. From here users can edit the report, and once edits are complete, reupload the file to the workspace.
