For the foreign travel piece, you do have to notify your security manager and you do have to notify your chain of command.

Every base seems to manage this process differently so the person you really need advice from is your security manager and your supervisor.

As for TRS, it does not entitle you to health care at military installations and it will not cover you overseas. You really need to have travel insurance and I will tell you right now, I do not advise ever leaving the country without it.

For health insurance only and basic trip coverage for a low price, I use the travel guard pack-n-go plan. It doesn't have a lot of trip cancellation benefits but it does have all the health coverage and emergency coverage you would need. It's super cheap in my opinion and well worth it.
