He does have a Engineering degree from the UK, and is a temporary intracompany transferee, presumably to return abroad.

If I was OP I would definitively contact PEO and request to be registered as an engineer there.

I would not worry about the title if it is only an intra-company title, publicly in Canada OP could refer to himself as something along the lines of Project Lead, Project Manger, or use his UK degree, possibly being careful to point out it is from the UK.

My personal opinion, is that Canadian regulation can not expect engineers or other professionals such as say medical doctors, professors, pilots, etc to automatically lose their title or international accreditation when crossing the border, but I sure understand why this might be the case.
