Couple of thoughts/advice. Firstly, my advice isn’t written in stone, but it’s what I’ve found is best.
It looks like it’s fairly healthy with some signs of pyramiding, that will be because of a low humidity environment. They need more humidity to prevent pyramiding, but once it’s happened, you can’t undo the pyramiding that’s already happened.
It looks like an adult, which means 3ft x 1ft is WAY too small, you want something at minimum 9ft x 3ft. The bigger the better ideally!
The care sheet and forum will cover habitat and lighting. It’s important the tortoise gets plenty of UVB lighting.
I’d suggest changing the substrate for coir or orchids bark. It’s much better and providing humidity and much better for the tortoise when compared to sand or soil. Coir has a natural anti fungal property which helps with the hygiene in the enclosure.
