Why is Lili considered a bad support?

Exactly. Blinding Winds is more like a shield than a form of CC; It's a bit like comparing Ancestral Healing to Mosh Pit, they have completely different usage. To say that one is infinitely better than the other is a bit silly.

Assuming 0 talents to amplify the abilities: When compared to any other single target shield/heal Blinding Winds outperforms (Excluding outlier situations like Tychus) as long as it's striking 3 heroes , and is fairly equivalent when you're striking 2; The best case scenarios for AoE heals (I looked at Chain Heal and Holy Radiance) are roughly equivalent to Blinding Winds hitting 3 heroes. Ignoring the minor damage it also does, Blinding Winds is good as far as defensive basic abilities go.

TL;DR of the previous two posts: * Blinding Winds for the most part doesn't care who you target, as most characters do similar amounts of damage-per-auto and odds are they'll weave in auto attacks between movement and abilities. * Because of its limitation on the number of attacks blocked and massive duration it's inappropriate to compare it to other forms of CC. Other forms of CC aren't reduced by the target excelling at what it's preventing (Slows and roots don't have a shorter duration if the target is faster, silences affected by targets CDs, etc.), where as this blind becomes weaker as attackspeed increase. It's more similar to talents like Block/Swift Reflexes which you wouldn't compare and judge to CC but rather by the damage they prevent and survivability they add. * Because of the previous point, it's more fair to compare it to other survivability skills (Heals/Shields), where it'll generally mitigate similar or greater damage to the team than other basic ability shields/heals.

While there are situations where it's less effective and where individual targets can be realistically expected to not auto-attack for 4 seconds (Channeled spells for example), it's a very powerful and consistent ability; Not a niche counter for auto-attack builds.
