Will's motive is: Cyclops still exists, I know at least that this motherfucker is part of it, and I think the world will be a better place if I go hang him. So it's definitely not coincidence.

If Judd wasn't 7K, all Manhattan would ask is "Why did you hang Judd Crawford?" and all Will would think is "I don't know, but I don't think I'd do that." and he'd never have any reason to go to Tulsa, find Judd, and hang him.
