Okay I'm willing to say that Freyja / Sylvie aren't on the same level as Thor / Saria because they have a better color typing. Let's move on to talk about your utility though.
Raphael / Indra -- Freyja and Sylvie have Awoken Susano. He's definitely not the equivalent to Raphael because he has no rows but his shield is amazing and his awakenings are great. He's definitely a viable usage for a shield. Not to mention, how badly do you need a shield when you have 40k+ health along with absolutely amazing RCV? Not badly at all I would say.
Awoken Venus-- she's actually not as good as you would think. Her three rows are great, but her active is actually pretty bad. Basically she just enhances all light orbs which is pretty weak. On Awoken Thor / Saria, you would probably prefer to use an orb changer or something that gives a lot better of a damage spike. Enhancing all light orbs is a puny damage increase with little utility. So for this case, I think it actually doesn't matter that green doesn't have an equivalent because Awoken Venus just isn't that good for a dragonbound / norse combo.
LMeta -- Green has Awoken Ceres who arguably has more relevant awakenings
Apollo -- Green has Artemis, who's pretty much better than Apollo because she has an extra row over him
Zeus and Hera -- You didn't include this sub for whatever reason, but this is actually the sub that Green has absolutely no equivalence to (unless you want to use Nordis, who does work because he's green and has green rows). Zeus and Hera alone allow you to take down Kali much easier than any other means. But honestly, Sylvie / Freyja can just use a marionette to make Kali a lot easier. It's not the same thing, but it certainly works pretty well.
Raphael's 5 rows -- Take a look at this sub here: Australis. She has 5 rows and arguably a way better active than Raphael. She doesn't have the shield (there aren't many instances where you need a shield when you have 40k+ HP), the SBR (which isn't that necessary because you already have so many on the team), or the skill boosts (this is a legit loss)-- but she does have an absolutely incredible active that really helps with damage and awakenings to really help out too.
Even after all these comparisons, I do see why someone would believe that Awoken Thor / Saria is better than Awoken Freyja / Sylvie, especially in Arena. Awoken Thor / Saria's color along with their access to Z&H and Raphael put them over the top for me. However, my biggest gripe is the fact that Astaroth AND Awoken I&I / Ryune are A+ tier but Freyja / Sylvie is no where to be seen on the list. What does Awoken I&I / Ryune and Astaroth have so much over Freyja / Sylvie that they get put into A+ tier but Freyja / Sylvie don't get represented at all?
Honestly if you look at the bigger picture, Gung Ho is clearly trying to push green rows by releasing so many subs with multiple green rows. If Game8 truly cared about the bigger picture, they wouldn't keep putting collab leaders and newly released cards really high in the tier list when they first come out.
